I am part of a list of 140 care home providers - they say that some CCGs have threatened them with safeguardings if they can’t apply the PHE PPE guidance properly (but they can’t access it or afford it with price hikes and they still have to pay VAT on PPE; the NHS doesn’t). (2)
Hospitals still refuse to test residents on discharge to care homes and are sometimes not even telling the homes if residents have a positive result, which is a catastrophe for the home. (3)
Some CCGs in West Midlands apparently have said that Sec of State's announcements are just guidance and not rules that they have to follow and so they won’t test more than 3 residents in a home.

Others are being told that their carers will have to perform the tests for the residents without any training. They haven’t been told they will be given the same PPE that ambulances were using when testing... (5)
(given that testing was considered an aerosol generating procedure- certainly until recently because it can cause a gag reflex)
It feels like a press stunt and there’s no resource behind the promise and the homes can’t afford to keep going like this- their staff are quitting. (6)
