Alexander Downer has been working with private intel.

Downer has ties to Joseph Mifsud's counterterrorism work.

Arvinder Sambei, who helped get PapaD to Rome is a former British counsel for the FBI. Sambei also worked with Australians tied to Downer.

Mifsud was working with LCILP to provide venues for seminars and conferences on counterterrorism training in London and Rome.
