Warning: this is a graphic on-ground footage of the fatal shooting incident in Pasong Putik yesterday, currently circulating on Facebook.

After the police shot the victim twice, a nearby resident can be heard screaming: “Bakit niyo binaril, sir? Dapat kinapkapan niyo muna!”
An alleged copy of the police report of the incident states that the police recovered a loaded revolver from the victim’s sling bag. Witnesses cited by CNN’s report, however, claim that the victim had no firearms. The victim’s sister also reiterated this in a GMA News interview.
Last April 17, United Nations special rapporteurs reminded governments that “[b]reaking a curfew, or any restriction on freedom of movement, cannot justify resorting to excessive use of force by the police; under no circumstances should it lead to the use of lethal force.”
The president’s marching orders on dealing with quarantine “violators” is “shoot them dead,” along with threats of a martial law-like military and police takeover.

The victim is a retired military personnel suffering from mental disorders. His last assignment was in Marawi.
The very fact that the victim is a retired military personnel means that even the pawns of the state’s repressive apparatuses are not safe from the brutal attacks of the fascist state.
The president’s “shoot them dead” order is directed only towards “leftists?” Winston Ragos is a retired soldier—someone who was likely trained to view leftists as enemies—and was shot dead by the police.

The “shoot them dead” order is a threat to everybody, and no one is safe.
“Exploiting emergency measures to unleash state violence and terror upon the people will only worsen the crisis we are already facing. Our basic rights are not on lockdown amid this pandemic.”
