The chief flaw in the idea that devolution has added a needless and 'confusing' layer of bureaucracy to Wales is that England is *chock full* of needless and very confusing layers of bureaucracy. 1/
In Wales we have 22 councils and some town / city councils. England has county councils, district councils, parish councils, boroughs, metropolitan districts, and greater authorities all piled atop each other like wobbly Jenga blocks. 2/
Look at the NHS. In Wales we have the Department of Health and seven Health Boards. In England you have, well, I don't really know where to start... 3/
Scrapping devolution wouldn't really reduce the need for layers of bureaucracy. Someone would still need to be paid to make those decisions about how Wales is run, just with less democracy and even more confusion about who does what. 4/
Some people arguing against Welsh devolution think that all power will return to an office in Whitehall as in the 'good of days'. But central government has always needed people to run Wales, from Marcher Lords to quangos, just less clearly and less democratically than now. 5/
