You can cycle, run and walk. But only within 5km of where you stay and only between 6AM and 9AM. Also, no organised groups will be allowed. #level4lockdown
Dlamini-Zuma reminds everyone that, once you're done at work, you have to go straight back home. You have to be home between 8PM and 5AM. #level4lockdown
Movement between provinces is still not allowed except for funerals. The same regulations pertaining to funerals under level 5 still apply. #level4lockdown
Dlamini-Zuma on employees who would need to return from another province to work. "There will be a once-off allowance for people to move to the provinces where they are working in." #level4lockdown
Those who also visited another province and need to get back home will be allowed to return during this once-off period. Once you're in the province where you work and/or stay, you must remain in that province. #level4oflockdown
Dlamini-Zuma urges companies to ensure they are ready for COVID-19 by implementing various safety and health protocols and facilities to ensure employees and the public are protected. #level4lockdown
Dlamini-Zuma says it's important that employees return in a phased manner. "We can't just suddenly have thousands of people arriving at work on the first day." #level4lockdown
Companies must also ensure their employees know what the company's COVID-19 plan is and the steps to be taken should there be suspected infection. #level4lockdown
Dlamini-Zuma: Our borders (sea, ports, airports, land ports of entry) are still closed except for goods that are arriving in to the country or leaving the country. #level4lockdown
Dlamini-Zuma explains that borders will only be open under extreme circumstances for South Africans returning home that are stuck somewhere. When they return they must be quarantined for 14 days before returning home. #level4lockdown
Borders will also be open to tourists who need to return home via repatriation. #level4lockdown

Restaurants are not allowed for sit-down, but they can deliver food to homes. NO drive-throughs. Dlamini-Zuma says she hopes there will be a business boom around food delivery in informal settlements. #level4lockdown
Visits to prisons and hospitals will still be strictly controlled. You need permission to visit. #level4lockdown
Alcohol sales will not be allowed under #level4lockdown.
Dlamini-Zuma says there was quite opposition to tobacco sales. More than 2000 people opposed this decision. This means tobacco products will NOT be sold during #level4lockdown "The reasons are health-related."
Dlamini-Zuma: If you make your own liquor at home, you cannot distribute and sell it. #level4lockdown
Dlamini-Zuma: There was a lot of discussion about liquor and tobacco. In the end the govt listened and took heed of what public was saying - especially around health issues. #level4lockdown
Dlamini-Zuma says the ban on liquor has had a hugely positive impact on hospitals and emergency-related services. #level4lockdown
Refineries may now go to full capacity including other facilities that provide energy and fuel such as furnaces, smelters and other plants. #level4lockdown
Mining will be allowed at 50% capacity, except for open-cast mining which can go up to 100%. #level4lockdown
Dlamini-Zuma: A lot of people asked for hair salons to be open. It's not possible because those services require close contact. We can't allow it at this point, because it's too risky. #level4lockdown
However, Dlamini-Zuma says you can now buy items for nails and haircare so people can treat their nails and hair themselves at home.

Recycling services will also be open during #level4lockdown. The informal recyclers (waste pickers) will also be allowed to now work.
Dlamini-Zuma now going through the regulations in Zulu. Education regulations will only be discussed tomorrow during a joint briefing by Dept of Education and Higher Education. That's happening at 10:00 tomorrow morning. #level4lockdown
Dlamini-Zuma concludes by thanking South Africans for taking COVID-19 seriously and reminds everyone that sacrifices in the short-term will pay off in the long-term. #level4lockdown
Minister of DTI, Ebrahim Patel, will now go through the regulations for #level4lockdown
Patel starts off by quickly recapping what #level4lockdown entails and the objectives. The main point is to save as many lives as possible while balancing the economic impact.
Patel says they have received thousands of submissions from trade and industry. "As govt we want to re-open the economy, but this has to be carefully balanced with the need for a cautious approach." #level4lockdown
Patel: There were a number of very helpful comments and suggestions from various companies, industries, unions and individuals. We continue to consider them.

Patel says #level4restrictions will prepare us for the next 6 to 8 months.
Larger part of manufacturing sector will now be allowed to open, including SMMEs. Employees will be allowed back in a phased manner. Production of plastics and personal toiletries made in SA will be allowed. #Level4Restrictions
Between 30% and 100% of employees will be allowed back in the manufacturing sector in a phased manner. The same applies to the construction industry. #Level4Restrictions
Shops selling winter clothing, kids clothing and shoes as well as stationery, educational books, computers and cellphones will be allowed to trade. Hardware shops will also open. #Level4Restrictions

We move onto Agriculture. Minister Thoko Didiza starts off by thanking all farmers, farm workers and food producers for their work and dedication. #Level4Restrictions
Shops that sell agricultural products and resources such as seeds, manure, pesticides and other materials to operate - but under strict circumstances. #Level4Restrictions
All agricultural products will now be allowed to be exported. Previously, this only applied to wine. #Level4Restrictions
Beekeeping is also now allowed and they will be allowed to work during the night. #Level4Restrictions
Proper guidelines on handling the annual sardine run will be provided at a later stage. Harvesting of grains, maize and oil seeds are now allowed. #Level4Restrictions
Agricultural auctions will be allowed under very strict conditions. A maximum of 50 people will be allowed and social distancing and basic hygiene protocols must be adhered to at all times. #Level4Restrictions
Question time. Minister Lamola says the reports of prisoners being released are purely speculation. "No announcement has been made on the release of prisoners. If there is any announcement, govt will do so." #Level4Restrictions
Dlamini-Zuma explains the once-off travel for those who need to return to their home province. She says it should happen the moment #level4lockdown is implemented (ie Friday 1 May). #Level4Restrictions
On the matter of exercise for those who work, Dlamini-Zuma says sadly the 6AM to 9AM timeframe stands. Advises individuals to try exercise when they're not going to work or on a day off. "We can't please everyone." #Level4Restrictons
