I looked at the Oransanye Committee Report....the report will break so many people's heart and it the way to go, for example: ARMTI was recommended for self financing because they've been operational for more than 32years. NTA,FRCN and VON merged and renamed...
The reccomendation for scrapping of FRSC and sent to relevant departments like Ministry of Works, Police, Vehicle Inspection department and so on is interesting but the reccomendation was rejected by the government at that time. We await the implementation of the Report soon.
So many lofty recommendation in the report but they were rejected. One of the rejected reccomendation was abolishing of both Christian and Muslim Pilgrim board. I don't know why government will be paying or sponsoring people to go pray to their God.
Like they also recommended that Govt should restrict the subsidy of foreign currency for such program. All of which was rejected by the then administration...Hope those will be implemented
The committee also recommended that the Nigerian Law School should reposition itself and self sustain by getting grants, endowment fund and others while Government only caters for essential capital expenses.
The report recommended that EFCC, ICPC and Code of Conduct Bureau be merged and strengthened, while the CCT should be made a anti corruption tribunal specifically for corruption cases such that the enabling law of CCT be replaced with a newly enacted law accommodating the scope.
The report suggested the management audit of all agencies in the Aviation sector and the merger of the trio NAMA, NIMET and NCAA into a body to be known as Federal Civil Aviation Authority (FCAA) while FAAN is privatized without further delay.
The committee recommended that Committee members on board of directors should not be more than 7 and they should have relevant experience and knowledge about the committee
The committee recommended that NDLEA's personnel cost be reduced and it's overhead and capital costs increased to the enhance undercover operations and acquisition of Hi-Tech hardware and systems to fight illicit drugs activities.
NDE(National Directorate of Employment) and SMEDAN(Small&Medium Enterprises Development Agency of Nigeria) be merged to form a single agency for job and wealth creation called National Agency for Job Creation and Employment (NAJCE)
The Oransanye Committee recommended that National Productivity Centre (NPC) be scrapped as government doesn't need a fully fledged organization to sensitize citizen to be productive and hard-working
The committee recommended that the Nigeria Institute of Mining and Geosciences (NIMG) be abolished and budgetary allocation to the Institute stopped.
The committee recommended that Petroleum Training Institute (PTI) be self funding but Government should involve in certain essential capital requirements. Also PPPRA and PEF be merged into a single department in the Ministry of Petroleum
The Committee recommended amendment of NNPC law to allow for an independent chairman o the Corporation Governing board be appointed by the President, merger of PPPRA and PEF into a single department in the Ministry of Petroleum
They recommended that PTDF be subsumed by Nigerian Content Development and Monitoring Board (NCDMB) thereby ensuring synergy and establishing nonstop training and placement of competent Nigerian in oil and gas sector. Also DPR be fully funded.
National Power Training Institute of Nigeria (NPTIN) be wounded up as it's continued existence is unnecessary since PHCN has been privatized the committee recommended.
They also recommended that National Rural Electrification Agency (NREA) personnel cost and capital budget allocation be discontinued and that a Technical board be established for the 10 GENCOS and 11 DISCOS. Also that expert be appointed in the TCN committee
The committee recommended that National Agency for Science & Engineering Infrastructure (NASENI), Public & Representative Office Disqualification Act(PRODA),Federal Institute of Industrial Research(FIIRO) and NCAM be merged into one research and development agency
The committee recommended the name Nigeria Football Federation (NFF) which was accepted and they recommended that Government stops further funding of NFF in accordance with FIFA's Statues
Federal Road Maintenance Agency(FERMA) and Federal Highways Department of the Ministry of works was recommended to be transformed into an extra ministerial department and funding of road maintenance be classified as special Capital Allocation in the annual budget

with the National Council of Arts and Culture (NCAC) into one agency to enable synergy, effectiveness and efficiency
The committee recommended abolishing Energy Commission of Nigeria (ECN) and National Energy Council (NEC) be scrapped. The committee also STRONGLY RECOMMENDED an audit be carried out on all the following Centres namely:

Abubakar Tafawa Balewa University, Bauchi. and
National Centre for Energy and Environment,
University of Benin.
They recommended the National Centre for Technology Management (NACETEM) be privatized in view of generating its own funds. They also recommended the merger of Nigerian Institute for Leather
Science Technology(NILEST) & National Research Institute for Chemical Technology(NARICT)
The committee recommended that government stops funding Nigerian Natural Medicine Development Agency (NNMDA) and their functions be transferred to the Institute of Medical Research in the Federal Ministry of Health
The Committee recommended that the National Biotechnology Development Agency (NABDA) be subsumed by Sheda Science and Technology Complex and that government should stop funding NABDA. Also the Raw Materials Research and Development Council(RMRDC) be abolished.
The Oransaye committee proposed a consolidated research agency called National Research Development Fund(NRDF). which will be providing funding for: National Space Research and Development Agency(NASRDA) ;Nigerian Institute for Trypanosomiasis Research(NITR); and (NBTI)
The Committee recommended that Standards Organization of Nigeria (SON),Consumer Protection Council Protection Council (CPC) and the Department of Weights and Measures be merged into a new agency
The Committee recommended that the Industrial Training Fund (lTF) be self-funding and all trainees' stipends in the SIWES be paid by the Fund. They also recommended that Nigerian Financial Reporting Council (NFRC) Reporting Council (NFRC) be self-funded.

(NSC) they recommend self financing and 7% Port Development Surcharge be reviewed
Nigerian Institute of Transport Technology (NITT) be self-funded & management audit be carried out on the (NITT) The Council for the Regulation of Freight Forwarding in Nigeria (CRFFN) be sustained by its members' subscription and dues.
The committee recommended that Abuja Commodities and
Securities Exchange (ACSE) be privatized and that Commercial Law Department be merged with Nigerian Copyrights Commission (NCC).
They recommended that Bank of Industry (BOI) provides a window to service the wealth creation program of the proposed National Agency for Job Creation and Empowerment (NAJCE), BOI report to Ministry of Finance, that BOI report shares every financial year.
The Committee recommended that National Sugar Development Council (NSDC) be reviewed with a view to coordinating and harnessing available resources for enhanced sugar production. They recommended that Nigerian Financial Reporting Council (NFRC) ceases to be funded by government
They recommended that Onne Oil & Gas Free Zone Authority (OGFZA) be reverted to the Nigeria Export Processing Zones Authority (NEPZA). They also recommended that government reviews concession agreements on Tafawa Balewa Square (TBS) & Lagos International Trade Fair
The Committee recommended that a strong independent professional board be appointed for the Corporate Affairs Commission (CAC). They recommended that Centre for Automotive Design and Development (CADD) and the National Automotive Council (NAC) be scrapped.

They recommended the new (FPSC) have tenured chairman and commissioners for a three-year non-renewable term to be rotated among the states in each geo-political zone and there be the restoration of centralized appointment.
Code of Conduct Bureau (CCB);Council of State(COS); Federal Judicial Service Commission(FJSC); Independent National Electoral Commission (INEC) ;National Defence Council(NDC) ; National Economic Council(NEC) and National Judicial Council (NJC) was left without recommendation
The committee recommended that the board of National Population Commission (NPopC)be reduced to a sizeable (7)seven from 37, comprising part-time Chairman and members, representing the geo-political zones. The Committee recommended expunging registration of births & deaths etc
The committee had no comment on National Security Council (NSC);Nigeria Police Council(NPC) but they recommended that the law establishing Police Service Commission(PSC) be amended to provide for position of a secretary to the Commission, whose tenure &
duties would be spelt out.
They recommended that Fiscal Responsibility Commission (FRC) and the National Salaries Income and Wages Commission (NSIWC) be repealed and the functions of the
Commission subsumed by Revenue Mobilization Allocation and Fiscal Commission (RMAFC)
For Bureau of Public Procurement(BPP) the committee proposed a review of the act establishing (BPP) as regards its council membership composition. They also recommended a periodic audit of the activities of (BPP) and that (BPP) be domiciled in the State House.
