He succeeded in establishing links with P.C Joshi then general secretary of CPI. The secretory of Cripps requested British government to suspend P.C Joshi arrest warrant of his Interview with Cripps in Delhi on 1942 april 6.
By next day P.C Joshi arrest warrant is suspended and he is freely traveling to entire India. P.C joshi and Cripps had secret talks and secret cooperation P.C Joshi made contact with home member Teginald Maxwell was established a good relationship.
On April 21 1942 additional secretary to the GOI- Richard Tottenham sends communication to all provincial governments to consider releasing communists with no criminal background who were detained under rule 26.
The Intelligence Bureau records 27 of April 1942 discussed to withdraw the arrest watrant against of P.C Joshi and he is ready to play a game. It's also suggest that re-issuing of arest warrant in case he is not ready for it.
Warrant against Joshi withdrew on 28 april 1942 with clear instructions to reissue it at later date but not to do so with out giving P.C Joshi a 1 month notice of their Intentions.

Comunists started blaming all nationalist organizations and people of FIFTH COLUMN. It can be seen all of their letters to British and we can remark by British in that comunists seems to referring everyone else as Fifth Column.

So Joshi decided sends a memorandum consists of 130 page to Reginald Maxwell with a cover letter. It had drafted province wise and it listed out the party members to be released a d all propaganda programs they conducted for British.

Because of minor during the time. Comunists secretary Joshi decided to visit the 4 of them in their last evening and believed to be hid the truth that comunists are in pro British they could have avoided this is all incidents occurs some months after.
