Bad week for Hong Kong's premier white boy cop Rupert Dover. 壹週刊/Next Mag's revealed he runs a business on the side, built an illegal structure on govt land he shouldn't even be living on, *AND* rented it out on Airbnb. He took refuge from reporters in a public toilet. Thread:
Short summary: NM reporters were scoping out Dover's property (on govt land) & found an illegal structure; the cops were called & they were arrested for 'loitering'. It later transpired he'd also (illegally) rented it out. But I've done some digging & there's a lot more to it:
Also for some background, I did some homework on Dover & the other remaining expat cops in the HKPF (all now high-ranking) last year - see the thread below; a piece I did for @ForeignPolicy & @philipsherwell's ST piece (all ⬇️) for more. Anyway...

The reporters were scoping out Dover's property in Clearwater Bay (清水灣) when a domestic helper called the cops. They were held for 2 hours & police looked through their phones & laptops. However, the reporters still managed to gather crucial evidence:

The reporters' photos clearly show the addition of a third storey on the property, despite permission being limited to 2 floors. The Lands Department also subsequently confirmed the house is *not* private property - it's on government land licensed non-transferably to victims...
of Typhoon Mary in 1960. Apple Daily details below how under relevant legislation, the land cannot be subletted or sold under any circumstances - so why is Dover living there?? Interestingly, if the terms of the license are breached, it can be revoked with immediate effect.
A police officer confirmed to the reporters that Dover lives at the property, in case he denies it. It also matches the address circulated on Telegram last year which showed Dover & fellow expat cop David Jordan's addresses; also on govt land down the road
Incredibly, it has now transpired Dover & his wife have been offering another house on government land down the road for rent on Airbnb & FB - breaking the licensing rules yet again & without a guesthouse license. This leaves them open to prosecution. hk.appledaily.com/local/20200501…
LegCo members & local district councillors are already on the case - it will be discussed at the next DC meeting, while complaints & requests for investigation have also been lodged with the Lands Department & the Independent Commission Against Corruption.
Already the Lands Department are conducting an investigation into Dover living in the first property, with the the Home Affairs Dept investigating the other after confirming it doesn't have a guesthouse license; the Licensing Authority are to follow up.

But there is a entire other angle to the saga: Dover's home address is also registered on the HK Companies Registry to an air-con company - 'Voltage Stabilisers International', with the contact email being simply 'Rupert' @vsi.uk.com
The company is registered in both the UK & HK, with Rupert Dover's brother and dad listed as directors. On the company website, the HK office is listed as a regional sales office. This presents very serious issues for Rupert Dover, as I'll detail below:

As I discovered when I was doing some homework on the HK police's guidelines on the use of force, only a very limited number of their regulations (or 'general orders') are publicly available. However, those concerning outside work appear to have been published in full...
In short, an officer must seek permission from a superior before conducting paid outside work. There's no distinction made between whether it's for one's own business or not; so we can only assume the rules are the same* - you need a superior's permission

So as shown below, in Dover's capacity as an Assistant Commissioner of Police (ACP), he would require the permission of the Commissioner of Police himself, the *single highest-ranking officer in the entire HKPF*.
Given Dover has claimed the company is inactive, I think it's highly unlikely he sought the Commissioner's permission. His claim is also rubbished by the fact the HK office is listed on the company website as a regional sales office - if it's not trading, why on earth list it??
So in summary, Rupert Dover has got himself in legal issues left right & centre, & is also likely in breach of police regulations. He might have escaped justice over his appalling actions against protestors last year, but perhaps his perverse rapaciousness will be his downfall.
It remains to be seen what legal avenues could be pursued to bring Dover, Jordan, Shave & the other expat cops to justice for their appalling behaviour, but there's clearly interest in pursuing it.

Also, I wanted mention the victim complex these expat cops inhabit. They genuinely feel that *they* are the victims in all this (!!!) & are unfairly targeted by virtue of being white (& thus highly visible). It's disgusting, but it needs to be understood.
And finally, let us all remember the Christmas miracle that Jesus bequeathed to us last Christmas Day, when Rupert was pepper-sprayed in the face by one of his own subordinates. Praise be, praise be!
