The stranded migrant labour movement controversy
Congress President Mrs Sonia Gandhi wrote a letter to Prime Minister drawing his attention (and perhaps the nation's) towards the plight of migrant workers amidst the lockdown.
MHA issued an order to allow the movement of migrant workers, pilgrims, tourists, students and other persons, stranded at different places across the country, by special trains to be operated by Ministry of Railways (MoR).
Pic: As per MHA's official communication to the states in this regard, the MoR was to issue detailed guidelines for sale of tickets. Question: Who were these tickets being sold to, if not to the passengers?
Meanwhile, the MoR issued a circular (next)

Pic 2: Page 2 of the same notification mentions that local govt authority was to handover tickets to passengers cleared by them, and "collect the ticket fare"
Railway's SOP asking states to collect fares from passengers drew flak. The INC was quick to respond. Mrs Gandhi declared that Congress would the bear cost of train tickets for ferrying migrant labourers across India. KPCC sent INR 1Cr to K'taka CM to facilitate transport.

10:15 AM: Media reports BJP's decision to implement an 85:15 formula
The issue, however, is....
The MoR is yet to release a circular on the 85:15 ratio. No circular was found on its website until this thread was posted.
