THREAD: President Rodrigo Duterte addresses the nation.
Duterte: Please do not misunderstand me. I am making it clear now. I don’t want you to go there and come back in a coffin.
Duterte: Mahal ko ang buhay ng mga kababayan ko.
Duterte: Pag nabigyan tayo ng bakuna, hindi na sila makapasok. Once they infect you, the antibodies makilala na niya na kalaban ito.
Duterte: Importante talaga, wear masks.
Duterte: Whether we transport people or workers in buses, provided by companies, sanitized and wearing masks.
Duterte: I do not want to quarrel with the mayors but they took the warning nonchalant.
Duterte: There are still thousands to worry about of returning Filipinos to our country.
Duterte: Some workers coming from the outside are not welcome. Simply, they are not being accepted by the local governments.
Duterte: I'd like to address myself to the local executives. It is your duty to help and protect your constituents.
Duterte: Filipinos are citizens of this country and whether we like it or right, they have the constitutional right to travel.
Duterte: Mga kababayan ko, maghanap ako ng paraan na tulungan kayo. Yung mga kababayan ninyo, yung mga kapatid, mother, father, sister, and brother stranded here.
Duterte says that stranded passengers will have to undergo testing first before they can go home or travel.
Duterte: We have to make arrangement that they can go home. Ihatid natin sila doon.
Duterte: They have to go testing, each one of them and find out if he or she is fit to return.
Duterte: The national government will insist that you accept the OFW.
Duterte: Magkakaroon ho tayo ng problema if you resist because then, as a worker of government, it falls upon my shoulders to see to it that everything is done fair.
COVID-19 National Task Force chief implementer Carlito Galvez, Jr. says that OWWA has prepared the return of OFWs to the country.
Duterte: I think there is no valid reason, really, to delay the return if they are found to be free of infection.
Duterte: Gusto ko lang malaman ng lahat na ang secretary ng Department of Health ay si Secretary Duque. And this government, my government, my department will be guided by what Secretary Duque will tell us to do.
Duterte: In the end, it is the Secretary of Health who decides.
Duterte: They said na itong corona na 'to has a hard time surviving in a hot temperature. So pagka ganon, maybe that explains the reason na hindi masyadong marami.
Duterte: Cooperate with us. Wear a mask. Because if not, kung magsabay-sabay, then we will have an overload.
Duterte: Do not tell me later on na hindi tayo nagprepare because we have so many hospitals.
Duterte: Just cooperate kasi wala naman kami hangarin dito na pahirapan kayo.
Duterte: That's why it is called pandemic. Pandemic nga. Tinamaan lahat.
Duterte: We’re trying to figure out how we can ease up the miseries that has been imposed on us.
BCDA President Dizon: Ang kalaban po natin ay yung disease, hindi yung taong may sakit.
Dizon: Kailangan matest natin ang ating mga kababayan para mahiwalay yung may sakit sa mga wala.
Dizon: Sa New Zealand, nakawala sila sa lockdown simply because they moved swiftly, they tested widely, and they relied heavily on good science.
Dizon: I think we are guided by Secretary Duque and his team on the science part.
Dizon: The challenge now is how do we ramp up our testing in which we can be comfortable enough to start easing the restrictions.
Dizon: Our challenge now is how to ramp up our testing. If we have the testing capacity, mas mabilis natin ma-identify kung sino may sakit. Mas mabilis natin sila ma-isolate.
Dizon: Our goal is to build or accredit 58 more laboratories para po by May 30, we will have 78 laboratories all over the country.
Dizon: We need to speed up the accreditation of these laboratories in order for them to begin operation in the month of May.
Dizon: Vietnam in January 2020 had three labs. Ngayon they now have 112 laboratories. And I think we can draw from the experience of Vietnam.
Dizon: Once we have enough testing capacity, mas magiging kampante po tayong mag-ease ng restriction.
Dizon: Germany is ahead, with 120,000 tests per day. Very, very aggressive at talagang gumastos sila nang todo-todo rito. This is not cheap. But it is absolutely necessary.
Dizon: Kailangan narin po nating i-fast track ang construction ng [mega quarantine facilities] sa iba't-ibang lugar sa Pilipinas.
Dizon says national government will help Zamboanga City to set up a quarantine facility.
Dizon: The DOH and IATF nagtayo po tayo ng mga mega-swabbing centers.
Dizon: Yung isolation and treatment, they go hand in hand dahil ayaw natin mapuno ang ating mga medical facilities.
Galvez: For now, we will prioritize the 25,000. We will make sure that they will go home immediately.
Galvez: As an immediate action, we visited three laboratories in Zamboanga and we bought 1,100 kits.
Galvez: Tatlong laboratory ang itatayo natin sa Zamboanga City to also cater Zamboanga Peninsula, Basilan, Sulu, at Tawi-Tawi.
Duterte: The responsibility of controlling COVID is not a national responsibility only.
Duterte: I cannot run my own errands. I function through the Cabinet, and down the line, ang local government falls under the DILG.
Duterte: Kailangan tumulong kayo [LGUs], even in the matter of swabbing test. If you can provide a place to do things comfortably, do it. Trabaho niyo yan.
Duterte: I heard and I'm sure sa City of Iloilo, hindi ninyo tinanggap yung mga OFW. Sir, mayor, nakikiusap ako sainyo na sundin lang ninyo yung guidelines. I will operate through the DILG.
Duterte: Sa Iloilo siguro, I think by this time, it has been resolved.
Duterte: Sumunod kayo sa magandang paraan o pipilitin ko na sumunod kayo.
Duterte: Kaya yang remittances ng dollar is one of the pillars ng ating economy. Malaki ang binibigay ng mga OFWs. We don't want to repay them with this kind of behavior.
Duterte: Do not play hero. Avoid it because we remain to be a unitary form of government. We are not federal.
Duterte: Sa mga lalabas, kindly observe the mask and distance rule.
Duterte: The easiest way to transmit is by kissing each other. That's the worse kind of transmission. If you want to transmit your love, go ahead.
Duterte: Naubos na yung pagiging suplado ko, the COVID humbled me.
Duterte: Yung mga big business, meron tayong mga problema noon which is really part of governance... But if we can just forget it for the moment, I'd like to thank you from the bottom of my heart for helping us provide the necessities of the moment.
Duterte: Yung mga masakit kong salita to the Ayalas and si Pangilinan, I apologize for the hurting words.
Duterte on peace talks with communist rebels: There is no longer hope for further talks with Sison.
Duterte: Itong tracing...trabaho talaga ito ng mga barangay and the police. But gusto kong ano ng pulis, kaya lang times are not really normal. Talagang papatayin kayo ng NPA pag makita kayo because they want your firearms.
Duterte: Be careful, kayong mga sundalo ko at pulis, ngayon na, wag kayong maging kompyansa.... They [NPA] will kill you. I'm telling you, kill them also.
Duterte: Local government workers, I do not want to mention titles here, meron sinabi ko na sainyo na pag may gawin kayo, 'wag sa panahong ito.
Duterte: Yung mga mayors naman, kindly look into the people that you have commissioned to do the distributions ng pera.
Duterte: Kagaya nitong barangay kagawad Danilo Flores ng Agustin, Hagonoy Bulacan, p******** mo, nakuha ka pa ng television na may ano doon, na hinihingi mo... Mahirap na nga, ikaw may trabaho ka na, kagawad ka, p******** kukunin mo pa yung pera ng mahirap.
Duterte: Itong lahat ng discussion na ito, COVID, tapos to protect and save the Philippines. That is all there is to it. Maraming salamat po.
