In the current crisis, the view of @CommonsHealth is particularly interesting. Concerns about the need to negotiate cooperation in data sharing (including pandemic management), cooperation in medicines licensing, blood and organs, as well as reciprocal health care arrangements. 
All to be negotiated in (effectively) a couple of months by video link and with business, other stakeholders, and government on both sides concentrating on Covid 19.
