This is Kremlin propaganda running on OAN, Trump's favorite network. The voice is that of Kristian Rouz, who also worked for Sputnik, Russia's official propaganda outlet.
Here's Rouz's statement on his writing for Sputnik: 
OAN describes the Ukrainian-born Rouz as a "news aggregator," who compiles and writes stories from "other sources." According to OAN, all his work goes through the network's own editorial processes.
Herring Networks, OAN's parent company, filed a $10 million defamation suit against Rachel Maddow for her comments on a 2019 show stating that OAN "the most obsequiously pro-Trump right wing news outlet in America really literally is paid Russian propaganda."
