On clarity, I find it hard to see why the Govt hasn’t published a draft legal text setting out the new rules (to apply from Weds, apparently) with some draft guidance as to how to apply them in practice (learning from the confused police response to the current Regulations).
There is no doubt that new Regulations will be needed.
The great thing about drafting rules is that (if done competently) it forces you to address the sorts of questions that people are now asking.
There is also, I think, a real issue about enforcing the current rules in the period before they actually change.
If the PM (acting, as he always tells us, on scientific advice) says it’s going to be OK on Weds to drive to the countryside for a walk, or to sunbathe in a park, is it arguable that those are *now* “reasonable excuses” for being outside?
Some guidance to the police (and indeed to the rest of us) on that might have been helpful.
Oh, and this is excellent on at least one reason why new regulations will be needed.
It also explains, I think, why the changes don’t take effect until Weds.
