COVID-19 has revealed so much about US society but chiefly about how partisanship has rotted the capacity of our political system to take on big tasks.
80K dead and we are still disagreeing on what to do, with one party catering to a vocal minority out of touch with reality.
If you look at COVID-19 as the barometer for the US government to respond to major global challenges like climate change, the answer is you can only do so much with one party not fully committed to reality-based governing.
The first step to fixing this is a moment of national clarity. Trump boasts that other world leaders are envious of the spectacular job he is doing. It’s not true. Other countries feel a mixture of pity & astonishment that the country of the 20th century looks so incompetent.

Whistleblower: US company contacted him offering to set up production of N95 masks in *January*. Could not get political appointees to fund it. The company then made and shipped a million masks to China. washingtonpost.com/health/2020/05…
In late January mask manufacturers were telling the US government that China was purchasing masks from them, and they they were hearing rumors that China would restrict its manufacturers from exporting its masks.

Whistleblower: I suggested (correctly as it turned out) that virus might already be in US on Jan 23rd, and called for funding. Secretary Azar expressed skepticism, and said US could keep it out of the country.

After that, Bright was no longer invited to high-level meetings.

When the Paycheck Protection Program was announced it was clear that administrative burdens would matter. @pamela_herd & I predicted: "Only businesses with connections and capacity to manage the paperwork stand to receive the limited funds." So it goes:

Administrative burdens are distributive: some groups will be less able to overcome them.
One mechanism by which this happens is that gatekeepers discriminate between clients.
For the PPP, Banks prioritized existing and wealthy customers for help. nytimes.com/2020/04/22/bus…
The government made private banks the gatekeepers for taxpayer dollars.
Banks, in turn, put their wealthiest customers to the front o the line to receive those dollars. These clients where sheltered from administrative burdens.
