Not only the opposition-the @INCIndia , but the rules are also under fire from the @TribalAffairsIn. In a letter to the MoEFCC in March 2018, the MoTA had argued that the draft CAF rules dilute the provisions of the FRA.

CA is a statutory process meant to compensate the loss of forests to mining, industries, infrastructure etc, mainly by raising plantations on non-forest land or degraded forest areas. The huge amount of money thus collected, stands at Rs.57,000 crores today #CovidAndForestRights

CAF Act/Rules have been widely opposed by Adivasis, women’s orgs, particularly PVTGs and pastoral communities, researchers, activists for undermining the legal rights of communities, and the authority of the Gram Sabhas over forests as vested by the FRA,2006 #CovidAndForestRights

Issues with CA
1.Creates a perverse incentive for accelerating forest diversion and destruction
2. No provision to safeguard legal rights of tribals & forest communities while implementing CA projects
3.Illegally restricts compliance of FRA to select areas

4. Undermines the authority of Gram Sabhas
5. Facilitates further resource grab by the forest bureaucracy at the cost of tribals and forest dweller
6. CAF has also been used to mask the rapid destruction of natural forests by planting exotic species and monoculture plantations
