To recap:

1. Gov put country on lockdown for 2.5 months;
2. Businesses are struggling with revenues and keeping employees, employed;
3. Gov refuses to provide backstopping and stimulus to support businesses through a recession;
4. Gov now refuses to oversee testing and health.
5. Gov has shifted focus to:
5.1 Cha-cha and lifting foreign land ownership rules;
5.2 Disaster cronyism by pushing B3;
5.3 Attacking PEZA and incentives;
5.4 Shifting incentives granting to the sole discretion of the president;
5.5 These are things China has advocated for.
China and, by extension, certain Chinese firms wanted to buy up land to develop their own industrial parks, with Chinese employees, and Chinese factories.

This was mooted by Duterte and some of his cronies previously.
Politically, it looks like there's a clear shift to seeing what can be extracted out of the last 1.5 years of the Duterte admin.

And a devolvement of responsibility for post-pandemic response. Which makes me wonder, are those with 2022 aspirations trying to protect themselves?
Economically and ethically, this is disastrous. NatGov has the resources, the reach, and the capabilities for managing national health responses that no single (or many) conglomerates can even hope to replicate.

How can MSMEs even hope to survive?
Escalate and control (preferred military-esque strategy of this admin) has always, and will, always have limits. Flexibility, creativity, ability to think outside the box for different solutions.

We've reached the limits of that strategy. And now, they're not sure what to do.
