Could the doctor face some sanction for prescribing Trump hydroxychloroquine?

As I understand the FDA emergency use authorization, it is only to be prescribed to adults hospitalized with COVID-19
FDA: "This [Emergency Use Authorization] allows chloroquine phosphate and hydroxychloroquine sulfate... to be used by licensed health care providers to treat adults and teens hospitalized with COVID-19."

His holdings could run afoul of conflict of interest laws.
