The new J-K domicile law is fair and includes every stakeholder in Jammu and Kashmir. Besides natives who possess erstwhile Permanent Resident Certificates 4 new categories have been included. This is besides displaced KP’s, West Pakistani refugees and safai Karamcharis.
The new 4 categories are 1) those persons and their children who have lived in J-K for at least 15 years or have studied for seven years and appeared in class 10th or 12th examinations in J-K
2) Children of employees of the central govt who have lived in J-K for a period of 10 years 3) migrants and their children registered with the Relief and Rehabilitation Commissioner 4) children of permanent residents who reside outside J-K owing to economic reasons.
Displaced KP’s who aren’t registered with Relief Commissioner (my family is an example of that) will also be provided domicile if they show their PRC OR ownership of property ( goes back to 1944) OR name in 1951/58 electoral rolls, OR proof of employment when they lived in J-K
This is a very positive step towards integration of J-K and provides domicile to all stakeholders including non Kashmiris who worked and lived in J-K. Must thank PM @narendramodi and HM @AmitShah for delivering on the promise they made. Onwards to new battles.
Just checked domicile requirement of few states: Maharashtra- 15 years. Haryana-15 years MP-5 years. Rajasthan-10 years are just a few examples. Remember India is a union of states.
