Our bureaucracy does not lack brilliance. It lacks character!

A lot of weak people, brilliant, yet unable to stand up to power. Or for the right thing.

Even when they know it is so blatantly wrong, they go ahead & find legally acceptable ways to do it.

Aadesh hai!

They say.
A case in point is the recent bus for migrant workers fiasco in UP.

Almost every single thing done there was so blatantly wrong, morally & ethically.

Yet legally correct.

Indian bureaucracy for you.
What happened afterwards was even more disgusting.

Every officer knows to not target anyone's personal staff. It has been an unwritten rule for ages.

As they are communicating on behalf of their bosses.

But yet they filed an FIR.

Because, aadesh hai! Upar se.
The very next day FIRs were filed against a DM and ACS Home of UP in Rajasthan.

Again by officers.

Because, aadesh hai! Upar se.
Senior IAS officers of Delhi Govt were suspended, by even more senior officers of Union Govt, not because they thought it should be done or it was the right thing to do.

But because,

Aadesh hai! Upar se.
To share my own story, sanction to criminally prosecute me under Disaster Management act was sought by officers, and granted by officers, not because they thought or wanted me to be harassed after 8 months of my resignation.

But because,

Aadesh tha! Upar se.
Well, many ask, do politicians ask bureaucrats to do illegal things?

No! Never. Doing illegal things have consequences.

Instead, bureaucrats are asked to find legally acceptable ways to do blatantly unethical things.

A few withstand. Many succumb.
