This is a complete farce. I am pleased they are reviewing the fixed penalty notices but given the shambolic lack of clarity over how these regulations have been interpreted all 16k should be reviewed, not just those which conflict with ex-post facto justifications of a govt aide

Actually he didn’t announce a review, he said he would take it away as a good suggestion (and for some reason mentions asking the Treasury although I don’t know what relevance that would have?) HT @silkiecarlo
