Not publishing the draft text of new rules at the same time as they are announced is a recipe for confusion. The details matter if people/businesses are to plan.
In addition - as anyone who has ever had anything to do with legislative drafting knows - the drafting process itself (by forcing policy-makers into precision and to address hard cases) clarifies and improves policy.
In addition, there is no basis that I can see for yet again using s45R - a section that removes immediate Parliamentary scrutiny and is confined to situations of urgency. Parliament meets again on Tuesday (and could have come back on Monday).
