The quote is by crypto-pioneer Jon Callas, who also happens to be a technology fellow at the ACLU. Stop attributing it to the ACLU -- Jon Callas's opinions on this are more important than the ACLU's.
You can lightly dismiss what the average ACLU spokesman would say about this. You can't dismiss what Jon Callas would say. Even if you disagree, you have to seriously consider what he has to say.
By "seriously consider" I include "you might not have understood". I don't think "riff-raff" means what you think he meant by it.
