The change in circumstances is, of course, COVID19 and the damage it is doing to economies. /9
That does not change the political declaration the UK signed up to or the option of extending while everyone grapples with COVID19 and then restarting their economies /10
But Hannan is starting to worry about the double whammy of COVID and no deal. So he is getting the blame in early. As ever the target is the EU /11
