1/ "Is DDoS a legitimate form of protest?"
Obviously "no", but can be more complicated.
2/ I say "obviously" even though I know people disagree. I view only the "free speech" parts to be "legitimate", whereas others consider "direct action" legitimate, such as blocking streets and causing various levels of violence.
3/ But the complicated bits are when you move from "protest" making a statement to "resistance", preventing the oppression done to you.
4/ In other words, if the police are trying to breakup a perfectly peaceful protest, I'd consider jamming their radios to be "legitimate" -- not because it makes a statement, but because it's counteracting their repression.
5/ But of course, the reality is that people are only doing it because they are trying to make a statement, and thus, it's never really been legitimate. It's just that there's theoretical reasons why I'd admit it might be legitimate.
6/ This weekend's DDoS attack against Minneapolis computers was only about making a statement, so of course was illegitimate.
7/ Probably a better way of answering this question is whether it's legitimate for the other side? If it's legitimate to DDoS the Minneapolis police, is it legitimate to DDoS the Black Lives Matter website?
8/ It's legitimate for a bunch of people to march and hold up signs protesting Black Lives Matter, albeit distasteful. Whether we accept or reject the legitimacy of a protest technique should solely depend upon whether it's legitimate for the other side.
9/ Ah, so what you are saying is that the means are legitimate as long as the ends are?
