The thing is, if you order the military to attack civilians, and they don't obey you, your regime is done. That's how the USSR fell in 1991, it's how Mubarak fell in 2011...

Of course, a general wouldn't discuss this possibility openly. But notice that when they ask him what he's doing, he says he's protecting "freedom of speech". Nothing about public order, or protecting property, etc.
