Vast majority of Indian children study in their mother tongue, which is the custom world-wide except in a few former colonies. Yet economic opportunity is almost exclusively for the English educated.
There really is only one way to erase it: universal schooling in one's own mother tongue throughout India with a strong second language program.
To help address this, at Zoho Schools of Learning, we recruit heavily in Tamil medium schools. We use a mix of Tamil and English to convey complex material.
We need to comprehensively reexamine our education policy with respect to medium of instruction.
The elite of India (myself included) have to make it a habit to communicate in our mother tongue.
We have to address this in order to make broad based progress.
