Learning from the past requires a strong connection to the past and the establishment of stories and mythos that teach eternal lessons

This has and DOES exist

But history is repetitive not simply because people don't learn from it,

but rather human nature does not change...
The bible is a historical record of lessons,

So is any religious book

Folk wisdom and cultural wisdom contains an infinite array of lessons and unique stories teaching how to live properly,

the idea that people dont learn from the past...they do.

But...
This all requires a tradition of transmission of knowledge

If that goes, then its entirely possible for a culture/civilization to regress and lose its way.

"We know better" turns to hubris, and then an inevitable fall
