Looking at the list of proposed police reforms, it seems to me that ending qualified immunity and banning police use of military-style gear are the two most obvious moves, and banning police unions is also probably the right move. Everything else seems like small potatoes...
And this seems like an essential piece of ending qualified immunity.

TBH, once you get rid of legal immunity, union power, and military tech, I think the rest of the problems will generally sort themselves out at the city level. Cities and police departments will make the reforms necessary to prevent getting sued and fired.
