Legal capacity = Peru
Democracy + political institutions = Argentina
Civil society = Colombia (< still below regional average but an improvement nonetheless)

Reminder that the #CCCIndex
doesn't measure the perceived amount of corruption in a country, but its ability to detect and prosecute corruption.

@robertosimon @Control_Risks Peru is “generally a good news story,” increasing its #CCCIndex scores on 6 of 7 variables.

The Achilles’ Heel remains on the democratic side + legislative ability. The dissolution of Congress allowed for some new blood, but high fragmentation makes it difficult to pass reforms.

@robertosimon @Control_Risks Mexico clearly expanded enforcement against financial crimes and also passed some unprecedented laws against tax fraud, says @robertosimon, but we don’t know yet what their long-term consequences will be.

It’s clear civil society has driven the anti-corruption debate and was able to shape legislation, says @robertosimon.
