So, Trump is setting up to contest the election by prohibiting vote my mail, massive breakdowns in voting machines (each State responsible for voting) Trump can say it's not his fault.
Trump is basically ignoring the CV-19 plague, focusing on

other distractions.
He is set up to be able to blame everything about CV on the governors - not Feds - when all the experts say that it should be the Feds responsibility for PPE, testing and tracing nationwide. No accountability for failures.

Intent to discount Mueller Report altogether, consider it fruit of a poisonous tree starting out, when it has already been proven to be legitimate.
