President Rodrigo Duterte's address to the nation begins airing at 11:42 pm. He is expected to announce his decision on the community quarantine enforced over the country.
Duterte: Tomorrow or the day after, after I talk to the businessmen, then we can decide whether or not modify the lockdown we have imposed.
Health Secretary Francisco Duque III reads IATF Resolution 46A, but it remains unclear if this has been approved by President Duterte.
Duque says the IATF recommended extending general community quarantine (GCQ) over Metro Manila until June 30.
Duque says IATF's recommendation is to 'escalate' Cebu City back to enhanced community quarantine (ECQ) due to increasing number of COVID-19 cases and widespread community transmission.
Duterte: The most pressing problem, the question most asked, "Why is here that there is a small drop in tuition fees even with this new learning set up?"
Duque says the IATF recommended that Talisay City, a component city under Cebu province, be placed under modified enhanced community quarantine until June 30.
Department of Education Secretary Leonor Briones: In so far as enrollment is concerned, we started the enrollment in June 1...It's already 10,654,795 learners enrolling online with their parents. Because we are not allowing any physical enrollment.
Briones says Region IV-A and Region III have the highest number of enrollees.
Briones says LGUs are now supporting the learning continuity program of DepEd.

Briones: Pero kung walang wala talaga, walang internet, walang cellphone, walang TV, walang radio, ayun yung sinasabi natin na it's better manual.

Briones: Kaya we are going to work very closely with LGUs, kasi yung mga barangay, sa kanilang mga kiosk, doon ide-deposit ang learning modules, pi-pick upin ng parents and then in the afternoon, kung ano ang homework nila, ang teachers naman ang mag-pick up at mag-correct (2/3)

Briones: What is new is that we are placing the emphasis on these alternative technologies. Because we agree with you that we should not be allowing our children to go to school or teachers to go to school, but they can continue learning.

Presidential spokesperson Harry Roque says the IATF's basis in recommending community quarantine status for areas are the COVID-19 case doubling rate and critical care capacity.
