#DACA Wait. How can CJ have delivered the opinion of the ct* “except as to Part IV” when the dissenters a/w/a most of majority endorse Part IV? At @SCOTUSblog, Amy Howe says Part IV is 8-1, while Prof. Wermiel says it’s plurality only. Shd be an easy question - and Amy is right.

As a Representative or Senator I’d probably have voted for #DACA. But no administration had authority to “enact” it by exec memo, and so if it did, next administration clearly had power, if not actually duty, to rescind it, & cd do so just as casually.
