Notice, neither one of us thinks that the purpose of testing is to make anyone look bad.

Whether you're sick and want to know what it is, whether you want to keep sick people away from you, or whether you want to know if public policy is working, testing is essential.
The initial testing regime in several countries failed because the focus was on the clinical aspect. The tests focused on people with known risk.
Maximizing the direct benefit of a limited number of tests was good if you only cared about directly helping the testee.

But it meant no-one knew what was happening until the disease was widespread.
