The SAPM on Digital Pakistan, Tania Aidrus, was notified as Special Assistant to the PM on Feb 28 – prior to that the SAPM was brought in by JKT to head the Digital Pakistan initiative of the Govt of Pakistan – a worthy objective no doubt 
The SAPM was said to have worked at Google and was thought to a suitable candidate for the GoP post - A little over a week before the SAPM’s official notification to the post, a company, as per SECP record, was set up on Feb 20, 2020
The company was registered with the SECP (Registration Number 0148306), by the name of ‘Digital Pakistan Foundation’, henceforth called DPF - it was registered on Feb 27, 2020
DPF has its directors listed with the SECP & among them is the SAPM Tania Aidrus as well as Jahangir Khan Tareen and another gentleman who is believed to be JKT’s lawyer - the co-founder of Careem is also listed as a director
DPF on its website dpf.org.pk (which seems to offline for now) has considerable material offering potential clients various services.
It says: “We also include human stories of our team and partners. Some of our posts aim to share their experiences of working with the Government of Pakistan…”
The website also features the Govt of Pakistan’s Telehealth portal initiative & the Teleschool scheme on PTV, implying that these were DPF’s ventures. It also mentions the GoP's chatbot on COVID-19
On another page, the website says to potential clients and partners: DPF Projects are short-term ventures that may reach completion in a shorter duration…. Projects are often executed in close collaboration with Federal Ministries ... to quickly enhance service delivery…”
The DPF website has several pieces on information on the SAPM Digital Pakistan, including pics of the PM meeting the head of YouTube and the latter pledging to donate $5 million to Pakistan "to spread COVID-19 awareness"
On the face of it, there might seem nothing wrong with a private company using the expertise of its team members to provide business solutions to clients, solutions that also help further Pakistan’s digital policies and objectives.
