In the House of Commons Kevin Hollinrake MP makes a point that several people asked me about
That had £40 million of CIL being paid it would have reduced the affordable housing %
Technically he is right but misses key point

Had CIL been paid, the affordable housing would have been reduced so that total profit 13.1% remains unchanged
This was in Unilateral Undertaking (UU) by developer Schedule 15 as the MP says
But 21% as starting point was too low, recalculation to be done on developers numbers

Inspector and the Minister both agreed 21% affordable was too low, the starting point should have been nearer 35% or more as separate examiner found all sites locally could deliver 35% affordable + pay CIL at £280 per square meter
