The CA Legislature has approved a bill, ACA 5, that would empower our government, EVERY public agency in California, to make decisions about the education of our children (including which university they may attend), which jobs we can be hired for, and to whom contracts can be
awarded, all on the basis of the color of your skin, your race (whatever that means), your ethnic background, your sex or the country of birth of your ancestors. ACA 5 is titled “GOVERNMENT PREFERENCES.” So, there is no secret about their intention in passing this bill.
Although America is based on the proposition that all American citizens - those born here or who become citizens - will be treated equally, the U. S. President, in 1965, signed an Executive Order (11246) which allowed the United States to violate the constitutional requirement of
equality primarily to allow black Americans to overcome the discrimination that they had endured for decades. Up until that time, the two major racial demographic groups were Black and White. As California approached the turn of the century, there were many who realized that
affirmative action could not endure in a society that was becoming as complicated as California. The U.S. Census revealed that America had 64 identifiable racial groups. While some were promoting the concept of “diversity,” others were questioning whether the pursuit of
diversity was compatible with our guarantee of equality and no discrimination of any citizen. Proposition 209 was conceived and placed into the CA Constitution to protect its citizens. There was wisdom in the decision to place 209 in the Constitution. Otherwise, a foolish
Legislature could overturn 209 to reward their favorite races and the people could do nothing about it. As a reminder, 209 reads: “The state shall not discriminate against, or grant preferential treatment to, any individual or group, on the basis of race, sex, color, ethnicity
or national origin in the operation of public employment, public education or public contracting.” The people of CA voted in favor of this controlling principle by a margin of 55-45% in 1996. For 24 years, those who opposed this measure have sought to repeal it. They have failed
each time. Earlier in 2020, a number of events have conspired to give the opponents of equality what they consider to be their best opportunity to get rid of 209. First, the Democrats took full control of every elected segment of CA State government. They have a super-majority
monopoly. In Minneapolis, a group of police officers murdered a black man by handcuffing him, wrestling him to the ground and putting a knee on his neck for roughly nine minutes. This barbaric event has enabled race advocates to use the murder of this man (George Floyd) as the
rationale, the leverage, to end what they describe as “systemic racism.The CA Legislature has more than its quota of weak-minded legislators who took the bait and approved ACA 5 and a bill to study the idea of reparations for slave descendants. So, here we are. In a little over
four months, the people of CA will, once again, have the opportunity to decide about the wisdom of the policy known as 209. I have not an ounce of doubt that if ACA 5 is approved, the taxpayers of CA will spend literally billions of dollars in a game of racial checkers. The
objective of the game will be to increase the percentage of Black students from over 4% to 6% and the number of Asians to somewhere in the neighborhood of 15%. Whites will remain about the same and Latinos will increase to a level satisfactory to the Latino Caucus in the
Legislature. The CA Legislature is now enslaved to identity politics. If ever there was a time for collective sanity on the part of “we, the people,” this is it. WE ARE NOT A RACIST NATION, and we should not allow this false narrative to guide us down the path of chaos and
