SOME KEY SECTIONS OF DAMNING PETROJAM INTEGRITY COMMISSION REPORT:

1. That the report be referred to the Director of Corruption Prosecution in relation to whether former Energy Minister Dr #AndrewWheatley was dishonest & sought to mislead the Commission in breach of the law.

2. That a statement provided to the Director of Investigation by Dr. Wheatley about his relationship/affiliation with Sophia Deer is disengenuous & less than truthful.

That no instance of nepotism or impropriety werr found in Wheatley's actions in relation to Ms. Deer.

3. The Integrity Commission says it has concluded that Dr. Wheatley was dishonest in his representations regarding Ms. Deer & sought to & did mislead the Commission in breach of the Integrity Commission Act, the Perjury Act & the Commission of Enquiry Act.

4. The Integrity Commission says it questions the sincerity of statements given to the Commission by Dr. Wheatley, Lionel Myrie and Oswald Williams about the involvement of one of Dr. Wheatley's late Councillors in a project which was probed by the Commission.

5. That consideration should be given to whether former Petrojam General Manager #FloydGrindley breached the Integrity Commission Act when he failed to respond within the time frame given to him by the Commission via a requisition.

6. That there's evidence that Ex-Petrojam Board Chair, Dr. Percival Bahado-Singh's conduct was corrupt and breached the Corruption Prevention Act.

The Commission says it's satisfied an appropriate tribunal would find that Singh committed fraud & breached the larceny & CPA act.

7. That's there's evidence that former Petrojam Human Resource Manager, #YolandeRamharrack carried out acts of corruption and misconducted herself in public office and also breached the public's trust contrary to provisions of the common law.

8. The Integrity Commission says there is prima facie evidence that former Petrojam General Manager, #FloydGrindley, Procurement Unit Head, #RoniqueBudramFord and #YolandeRamharrack abused their posts & conspired to defraud Petrojam and by extension the Government of Jamaica.

9. The Commission says East Kgn MP, #PhillipPaulwell and Camperdown Principal, #ValentineBailey did not supply official banking records to confirm that approximately 4-million dollars disembursed from Petrojam for a project at the school was in an account which Paulwell alleged.

10. The Commission says Ex-Petrojam GM, #FloydGrindley improperly inserted himself into the process of a $2-million donation being made by Petrojam to the Munro Old Boy's Association. Grindley, the Commission says is a Munro Old Boy, & the issue of conflict of interest arises.

11. The Integrity Commission has found that in instances Petrojam disregarded the Fiscal Administration Audit Act which seeks to ensure accountability in the disbursement of public funds.

12. According to the Integrity Commission donations in excess of 320k made by Petrojam was found to be irregular and unusual.

13. The Director of Investigations at the Integrity Commission has also referred his report to the Financial Investigation Branch for further investigation of donations made by Petrojam in Dr. Wheatley and Mr. Paulwell's constituency.

14. The Integrity Commission has also recommended that Petrojam revises its donation policy in the interest of good governance accountability and transparency.

15. The Integrity Commmission says it has concluded that #Ramharrack, #Grindley and #BudramFord engaged in serious acts of corruption and authorized a false (forged) document in relation to the use of public funds to host a birthday party for former Minister Dr. Andrew Wheatley.

16. The Commission says it has concluded that in breach of the criminal law Ramharrack perjured herself and sought mislead the Commission in relation to her knowledge about birthday party plans for Dr. Wheatley.

17. Bahado Singh, Grindley and Ramharrack have been referred to the Director of Corruption Prosecution for a determination of whether they conspired to defraud the state & also breached other criminal laws including the Larceny, Perjury and the Corruption Prevention Act.
