Dr. Christopher - Strategy, Disruptive & Futuristic tech are interconnected - any country cannot have strategy without tech which is sometimes disruptive & most times futuristic.

Need to distinct diff. between the 3 to move forward - Thinking of strategy sometimes has weapon..
.. (mass destructive weapons) making it a sort of threat. Here's where its strategic - to develop strategies to avert war/ dispel the threat. Nuclear weapons & cyber warfare is imp. these days. Bio. warfare is a huge threat too.

Disruptive is to change the current scenario...
Ethically using robotics for defence is one area to look for. Computational tech, AI, etc. in areas like healthcare can bring in change too.

On bringing more synergy in the theme today, need to shift from PPP model to PAPA (Public Academic Private Association) model.
Should tap in the energy & growth potential of youngsters to think of future threats that can be tackled by training them & making them work.

@raji143 - India in energy security issues has a fine balancing act to do - commitment to climate change + meeting the growing demand...
Given the energy needs we face,need to exercise all options Expansion of stakeholders in this sector needed.

The outer space with diff countries as players have made it crowded & extremely contested. Geopolitical debates make India look into its global position + internal issues
Space debris problem- a huge financial stake for India. Space situational awareness (SSA capabilities) are imp.

India has been pushed up in growing against the challenges in space orientation but needs to grow more quickly considering calculated & national security perspectives
Are we going to be developing small satellites, small launch vehicles for specific functions considering our location in geopol. conditions.

Debate on joint aerospace command-where are we on that?

Growth of cyber & electronic warfare in outer space -no. of incidents is alarming
India needs to develop certain counter space tech. to not stand in disadvantaged position against others.

India needs to raise certain Q. in global domain on electronic & cyber warfare amongst a host of other questions in outer space.
@uramakri Reading genomes has become possible & cheaper. How much of genomic data is useful? What does it mean - are some of the grappling Qs.

Tracing origin, amongst a host of other functions can be understood by reading & unravelling genomes. E.g. like origin of SARS-COV2...
We have various kinds of habitats hosting amazing biodiversity = lots of genomes.
The power of genomics & how it can affect our lives - makes it largely futuristic.

Tech accessibility disparity is huge which needs to be addressed by policy for the benefits to reach all in India
Dr. Shailesh- Technology has taken huge exponential leaps of growth. How to keep up with it, make best use & available to all, along with keeping control are some imp. Qs to look into deeply.

Techs like AI, Blockchain, IoT, etc. have grown separately but using them together..
Convergence of tech is going to create a lot of new value than individual tech developments. E.g. Genomics + AI & Cloud computing. Need to recognize such convergence.

AI has grown but haven't been able to harness it well completely yet. Using AI for social good with country's..
..needs+potential+ resources esp. human resources will help to bridge a lot of gaps.

@Jengovz to Dr. Christopher on aligning diff. security ecosystems with National innovation system & building synergy between academia & industry - what role can #STIP2020 play in this process?
Dr. Christopher - Innovation is something which is all along built in maybe in a larger extent we need to do.

Bloodshed is always not the option, but cannot give the space & liberty for intrusion. Both in case internal, external forces

Through PAPA model, need to create synergy
& get right minds at the right place.

HRD ministry should look into why the top institutions dont have strategy dept.

Overall, policy should look into getting a synergistic system in place to have the minds work together to accomplish goals faster in the best manner.

Liabilities on the supplier esp. after Bhopal gas tragedy has deterred private sector players to move into the sector. Govt. is trying to come out with ways..
..to deal with this problem innovatively. We're trying to reassure foreign companies, investors, govt + our private sector. But getting the private players still remains a challenge.

In times when there's going to be fund crunch everywhere, expansion of ecosystem to get more..
.. players to invest in as nuclear sector requires huge & sustained long term payments going in without immediate returns

Similar is the case for space sector.Opening to private sector is a welcome step-need to see where things go next

Having appropriate & regulatory framework.
is the need of the hour.

Space has diff. applications - communication, navigation, security related. Need to have PAPA model so as to get many stakeholders having expertise & investments with them

@uramakri - Professionalization of sci has happened in last few years. Lots of strict metrics promotes mediocrity. Satisfying criteria doesn't bring the space to experiment,be creative.

Innovation requires space to fail, & try but metrics become a barrier.

Two aspects to it - how #ArtificialIntelligence can help education system & how can we educate people about AI?

Our edu. system was developed on a borrowed system from British system to produce clerks.

Today our...
..system looks at solving problems through hackathons, startups & internships. People can learn from content anywhere in the world.

What education is in the modern era can be thought of v. differently. Need to disrupt the system to transform it as next gen which is possible now
Education should really be about problem solving, critical thinking.

If you cannot innovate using your education, you are not educated yet.

Computer sciences as a subject has algorithmic thinking which should be promoted from school times.

In the era of personalization, why..
.. education is not personalized? AI can bring this. If we want to have more innovators, then this one size fits all education system must change and rather bring personalized education.

Dr. Christopher - We need to look points for patching up & bridging the gaps...
.. One systemic problem is that in India academicians aren't trusted to solve big problems unlike other countries. The system is not asking them to do deep analysis or application related projects & rather expects only bookish knowledge, develops procedurally.

Recommendation...
Atleast 30% of major programmes in strategy dept. shall be linked to private & academic institutions

Should work on top down approach to improve the system

As a pure academician, the data we have...
.. on SARS COV2 doesn't point to its bioengineered origin.

Due to human wildlife contact, the spill over of the virus to humans (zoonosis) has spread.

Having ethical & biosafety regulations is imp. to ensure safety.

In post Covid era,India hopefully will expand its studies..
..on infectious diseases.

At the risk of sounding pessimistic, this pandemic has shown India needs to prep up more to face threats of bioterrorism.

@raji143 - Integrating diff. stakeholders in an ecosystem will also require changes in mindsets too.

Post Covid world will...
.. witness tightening of the regime on bioterrorism & biosafety. How strong & streamlined will existing regulations become is something to be seen.

Dr. Christopher - We are much more worried about terrorism in the biological side, even chemical weapons are a cause of concern.
@adityakaushik00 brings the audience Q on drone market in the country & its future.

Dr. Christopher- Drones do have a good future with govt. currently focussing at them. E.g. pesticide application. But the collateral damage it can create, needs the policy to regulate.
Esp. in these times of Covid, & China scenario, current times are a good market for drones

Q. Are there some govt. platforms/solutions that can help for the crisis short term?

Govt is aware of supporting the startups & component costs should go down, so shouldn't be a prob.

How can data scientists assess & mitigate the adverse effects of algorithms in the pre-development or development of biases (social/political/any form) + 1 Q.

Dr. Shailesh- Core values on ethics..
..& privacy should never be budged. A general consensus in the community about data belonging to creator & not the collector.

On biases- if human data has biases, AI will pick up so need to course correct.
Differentiate between ability to learn of AI & what we teach it.
With issues of privacy, etc. now we aren't building models only for accuracy but for explanatory. AI models go for privacy & fairness review.

In every tech, regulation follows soon.With great power comes great responsibility & esp. more so in case of disruptive & futuristic tech
@raji143 - Policy intervention needs to come in to move away from the mindset of going for the cheapest & lowest bidder which has hampered the domestic private sector in new space, startups, MSMEs,etc.

@Jengovz to @raji143 with audience Q. on space privatisation, millitarizarion
.. and should science policy include provisions on these?

@raji143 - Indian space research is state driven completely. Need to expand & bring in more private people. Inclusion of smaller firms is a piecemeal effort. Privatisation is an effort which needs to be stepped up.
PPP model needs to come into picture to have active contributions from private sector. Spinoff tech. from these tech can be put to greater use in civilian sector

Space pollution is an ongoing debate & very similar to the climate change debate.

Developing nations only recently
understanding the utility of space in diff. sectors.

What needs to be curtailed are is actions driven by states in space from a security perspective like cyber electronic warfare etc in terms of clean & sustainable outer space

On militarization of space- often confused with..
Weaponization of space.
Many countries use space for passive military purposes which are seen acceptable over a few decades now.

Need to prevent weaponization. Even though space pollution is a concern, India has taken steps considering the national security.

Personalized genomics & its data is a double edged sword as there are many ways in which it can be used

One possible way- anonymize the data;have access but not identify whose it is
Dr. Christopher on outer space occupation- Smart occupation in the right time is the key for outer space. We shouldn't be left out.

Dr. Shailesh on data ethics -the tradeoff between privacy & what data can bring to the table if utilized well is something to be deliberated well

Dr. Christopher- Defence is going to be more on the softer type. Can AI take over as a responsible control system? In 2040- seems likely with a lead
@raji143 -In Nuclear & Space sectors we'll see huge progress because privatisation will bring new growth

Geopolitics also affecting space dynamics with intense space competition due to history of massive issues in global governance debates. Safe, secure & sustainable space reqd.
Nuclear sector, cannot be taken lightly & strengthening would be reqd. in many areas in it when the implications of the possible problems are thought of

Foreign collabs. & domestic practices should be strengthened for growth of nuclear sector

Cost adv.+ reliability with India
@uramakri - Young scientists, innovators & entrepreneurs will take up the challenges as they'll be very imp. Utilize local Indian contexts in diff sectors like agriculture, health, env. to come up with local solutions.

Dr. Shailesh - Huge potential; ecosystem intelligence...
../collective intelligence is also going to happen in space of AI where devices will be talking to other devices, smart cities will become smarter etc.

Potential needs to be tapped for right reasons & not make stupid mistakes as in past!
