Leicester lockdown regulations just published (4 days *after* it came into force)

The Health Protection (Coronavirus, Restrictions) (Leicester) Regulations 2020

I'll have a quick look at them in this thread /1

OK, quite straightforward. What appears to have been done is the last lot of regulations (15 June) applying to whole of England has been replicated - these are to be relaxed for rest of England tomorrow but not for Leicester. See previous thread /2
How it works is there is a giant list of postcodes in Schedule 1 and if you are in one of those postcodes, or in an address which is ?partly in and partly our, you are in Leicester ('the protected area') for the purpose of these regulations /3

OK, took me a bit to understand the new Regulation 5 but in summary
- Gatherings of more than 30 people banned
- Applies inside private dwellings and outside
- There are exceptions though (in (3)), I think for certain kinds of outdoor gatherings but not indoor /2
For the first time I think in the English lockdown regulations there are safety requirements imposed which will be about social distancing. This is for any business, charity etc. organising an outdoor event for more than 30 people. They can do it, as long as its safely /3

Woah. Genuinely surprised to see this - guessing Keir Starmer was waiting for an opportunity like this to show he is genuinely different to his predecessor and zero tolerance to antisemitism means just that. I wonder if she was asked to apologise and refused
I think the reason I am genuinely surprised is there was such a high tolerance for this kind of stuff under the previous leadership. The “hand of Israel” being responsible for all of the world’s woes, it is a genuine surprise to see conspiracising taken seriously
I am pretty sure, nonetheless, that if Long Bailey had said she was sorry for tweeting the article because of that part of it, she would have kept her job. Surprised she didn’t, but perhaps she also didn’t think any action will be taken because it hasn’t for a long time

One area of constant confusion since the lockdown began is the difference between the criminal law rules (where not following them can lead to a criminal conviction) and the government’s guidance (which is advice but not law) /1
Today, the Prime Minister moved between these concepts carelessly, as has been the habit of this govt throughout. The most obvious example is relaxation of the ‘two metre social distancing rule’. This has never been a legal rule in England - it has always been in guidance only /2
Being in guidance is very different as no criminal sanctions can result from breaching guidance. By contrast, face coverings on public transport which the PM said the govt ‘mandate’ is indeed a legal rule with non-compliance leading to a potential criminal conviction /3
