The IT Standing Committee is going to meet soon. We bring to its notice a backlog of issues and flag website blocking (of DuckDuckGo or Reddit), internet shutdowns and facial recognition technology. 1/n

Our letter supports the work of the Standing Committee for IT by containing a handy guide of past correspondence and issues. Due to the Covid-19 Pandemic many of them have piled up and require urgent attention. 2/n

Short statement on website blocks ordered by @GoI_MeitY.

1. The basis of this statement are media reports which carry a press release. This is not a legal order issued under Section 69A. Our first ask is transparency and disclosure.
@GoI_MeitY 2. The website blocks are directed in an aggregated basis against 59 websites. Here common grounds and reasoning is made which goes against the individualised nature of the blocking power under Section 69A and the Blocking Rules.
@GoI_MeitY 3. The Blocking Rules, 2009 specifically provide for a defined process of notice, hearing and a reasoned order. These processes emerge from the Shreya Singhal judgement and apply to all grounds for blocking, including those premised on national security.

We wrote to @MoCA_GoI and @DGCAIndia asking them to recall the conditional exemption allowing the use of drones for COVID-19 related operations and to commence an investigation into the illegal use of drones by the Delhi Police for mass surveillance. 1/n

Under this conditional exemption, government entities are allowed to deploy drones to conduct aerial surveillance, aerial photography and public announcements related to COVID-19. 2/n

Illegal use of drones by the Delhi Police first came to our attention in December, 2019 when the Delhi Police used them to surveill the protests that took place in the city. 3/n

Today we sent a legal notice to BECIL against a tender for procurement of fact verification and disinformation detection tools which will lead to mass surveillance of social media users. 1/n

People share information about their political views, religious beliefs, sexual orientation, gender identity, mental health etc on social media. The govt should not collect, process and indefinitely retain such senstive personal information without our knowledge and consent. 2/n
Any profiling based on social media activity is particularly susceptible to misinterpretation because the use of likes, shares or hashtags may not represent endorsement. 3/n
