I am going to flesh out this idea with a terms of reference, organagram and business plan. Feel free to chip in.
Terms of reference. 1. To reflect on the risk of futue pandemics, their macro implications, and the trade-offs faced in taking mitigating action.
2. To provide high frequency, detailed analysis of the implications of an ongoing epidemic for the macro economy, and the epidemiological implications of macro and regulated distancing policy.
3. To undertake, sponsor and facilitate research on state of the art macro-epidemiological models suitable for policy analysis and public health resource forecasting.
4. As part of 3, to faciliate inter-disciplinary work and dialogue between academic and other economists and epidemiologists.
5. Under 2 and 3, develop expertise and advise on the effecs of the spatial dimension of economies' effects on the epidemic, and the effects of epidemics on the spatial economy.
6. Liaise with similar centres of excellence overseas; encourage their establishment where they do not yet exist; convey and relay back relevant insights.
7. Understand the distributional consequences of this and other pandemics- across age, occupation, race, sex- and of policies to suppress them.
8. Develop resources for public information through contribution to university courses, school teaching materials, public lectures, + the media, to facilitate informed social choices about the economic consequences of epidemics, and the epidemic consequences of economic policy.
9. Under 1-3, with special reference to the interplay between epidemiology and microeconomics: for example the consequences of labour market legislation and institutions [employment and sickness welfare, health and safety at work]; land use, building design, planning laws...

10. Under 1-3, with special reference to the impact of epidemics and epidemic control on supply-chain dynamics and financial vulnerabilities.
