7. There really isn't any room to increase the number of Californians behind bars. The courts have said anything above 137.5% occupancy is unconstitutional. They are already right up to the line. And even that level is unsafe during a pandemic

Safeway got back to me and defended their position. They seem excited about creating a NEW CRIME: "organized retail theft"
