-Canada was in crisis & the govt urgently needed to get cash out into the hands of Cdns;
-W summer jobs had collapsing, students faced extreme need not met by CERB/other programs
-0 due diligence bandwidth

-WE was there & was known to leadership
Ie, one of those simple ideas that seemed so right—
And would have been if:
a) WE were well governed & had capacity;
b) No conflicts
c) More time for competitive bid
