Restaurants open for dining
Restaurants have had a hard time recently and some have started re-opening for dining inside/outside not just takeaway (but a number remain closed or takeaway only)
Here is a list of those I think or know are now open for dining

For a generation now Tower Hamlets has had a 'business model'
Growth in central London office employment has driven demand for residential property & new office space, both generate immediate & long term £ benefits
Always more people wanted to live here then we had space for

TH Council did not have to do anything, cash would roll in
S106/CIL/New Homes Bonus for infrastructure
New Council tax in tall buildings which barely use Council services (even waste collected for them in big bins)
Business rates income to partially alleviate losses from gov

It did not matter whether TH Council did a good job or not, demand to live / work here driven by external factors
Did not have to compete on quality
Did not have worry about quality of life, who cares if people leave for other places
And not under as much £ pressure as others

Tower Hamlets Council launch 10 year £550 million services contract

I do not remember seeing it in the Contracts Forward Plan at recent Cabinet meetings, need to check
In theory a good idea, £550 m just for services not total value of works
But I used

to work for CLM at the London 2012 Olympics which provided some similar services to this contract to the ODA
But CLM made £162 million profit on £496 million of work!
One of the reasons why I went from being supporter of 2012 Olympics to being less keen

But we need to spend the £ we have and deliver the infrastructure/housing/schools we are supposed to deliver so this contract should have been in place sooner but it does need proper scrutiny given size/duration & structure (Dynamic Purchasing Systems not a framework)

New Public Space Protection Orders (PSPO) to give Police & TH Council staff more powers to control:
NOX/Laughing gas and/or
Cars used for ASB and/or
Large loud groups in quiet residential areas
As highlighted earlier TH Council is consulting on extending the Alcohol PSPO

for another 3 years but they won't amend it to include NOX
Which provides I think an opportunity to ask them to do a brand new Borough-wide PSPO instead based on what other Councils have already done. They seem OK with that general idea IF there is support for it.

Currently, none of the above causes of ASB is illegal, you can sit in your parked car, inhale NOX, play music at 3am and be obnoxious and the Police can only ask you politely to leave. They cannot make you stop (unless you drive and inhale) as that behaviour is not criminal.
