I spoke about this in my previous thread on Xbox Game Pass and xCloud integration, but want to flesh it out a bit more.

I think one of the key segments that cloud gaming will appeal to in the short term is the 'Lapsed Gamer'.

Potential to increase reach of AAA titles.
Lapsed Gamers:

- Used to play AAA games

- Maybe have an old 360 / XB1.

- No longer have time for games / limited play each year

- No real value in next gen console purchase

- Enjoy unique games, both core and non core.

- Intend to game again if they had the time / money
Removing barriers is key to re-activate this segment of gamers.

Ability to access AAA games in the cloud on Smart TV's or Mobile's removes the need to purchase $$$ hardware.

Ability to play anywhere gives more time for gaming sessions, now that they are accessible via cloud.
A cheap subscription service or ability to purchase a game outright and get digital/cloud ver. is more appealing overall and doesn't require high upfront costs.

Already have experience playing AAA games, can easily jump into a title like FIFA and monetise further.
This group is interested in unique experiences that tie around their current life experience, e.g. fitness games, dance games, games to play with kids.

Ability to connect with old friends and new friends, those that were either on console already, or re-entered via cloud.
This is something that will take some time to establish given that xCloud isn't on Smart TV's just yet and you can't buy games outside the subscription service, but it's an example of how cloud gaming can reach this segment soon
