Whilst it is understandable that people wish to replace the Nigerian military service chiefs, it is akin to treating a headache when you have malaria. The issues are much wider than the individuals in post at the moment. In fact a personality based system is part of the problem
Complete security sector reform is needed. All of Nigeria's problems are internal, thus within the purview of the @NigeriaPolice, the deployment of the military is indicative of its failure. The Army is not fit for this purpose & is incapable of reforming to respond to reality
Priorities (1) A Strategic Defence Review is needed (2) The political leadership must accept that the primary role of the Security Forces is not regime/ elite protection but defence of the land & people (2) Civilian control of the military must be by competent & empowered people
(3) The entire NPF hierarchy came up through the 'returns' culture. They need to be presented with a choice of reform or dismissal. A new middle rank should be recruited directly from graduates alongside a new generation of Police constables. Training, pay, equipment upgraded.
Existing policemen retrained. Increasing the numbers and laydown of police, changing to a proactive model will arrest the rot of crime and lawlessness (4) MOPOL reforms should be similar, with a brigade size element given war fighting capabilities under IGP control, for COIN
(5)The Army needs to change the European Divisional model for a more flexible Battlegroup style orbat, with focus on being able to deploy & sustain Brigade size units within & without Nigeria for ops. Divisions should become military regions, with HQs for coordination/ planning
able to scale up or down as needed, with units from other regions. (6) This will necessitate Army Aviation for short/ medium lift & Close air support with helicopters. (7) The NAF focus should be expeditionary ops, deep strike, long range lift, medium and long range air defence
(8) NAF can provide CAS with fixed wing aircraft as well as long range ISR, NAF ground forces develop specialised capabilities for search & rescue etc (9) The Navy's focus should be littoral & brown water warfare as well as dominating the Gulf of Guinea with surface & air assets
These may all be crazy ideas but the debate has to advance beyond 'fire service chiefs'. Because the ones who replace them will be working with exactly the same tools, in exactly the same culture for exactly the same political class and we will get exactly the same results
