In some cases Lynn intentionally chose samples that suggested lower IQ scores in "black" countries. The result is that he estimates many African countries having average IQ that would meet standards for intellectual disability. He ranks 50% of Togolese as mentally disabled.
This statement lends credence to the call for every respectable journal to retract papers built on Richard Lynn's unscientific and intentionally racist dataset. If self-correction is an essential element of the scientific process, these papers do not belong in the literature.
