Never trust my picks at the horse races. But this much better day for DG, largely re power to grant isolation and premises orders. Ct seems concerned about purpose of special powers and worried that narrow reading of s70 language would undercut that.

PS There was the improper delegation ground (essential services and MBIE list) too. My instinct at the time was that this was a bit messy -- but not convinced Borrowdale's argument today converted this into a meaningful and actionable legal defect.
