It's been just over 3 decades since Chile peacefully recovered its democracy, during which time per capita income increase fivefold, poverty was reduced, and life expectancy is up, @sebastianpinera notes in his opening.

Last October, Piñera says, Chile had to face big problems: an outbreak of violence that destroyed … many assets. But at the same time, a very strong demand from our population for more equality of opportunity, more social justice, better quality public services.

Chile is a medium-income country, but we don’t want to get trapped at this stage. Our main goal is to become the first country in Latin America … to be able to defeat poverty and overcome underdevelopment.

1) Improve quality of education and skills training
2) Boost investment in tech and science
