@USCIS They're set to take effect on October 2nd though it's very possible there will be litigation. Assuming they take effect, you will be able to file at the lower fee up to that point. 2
@USCIS Inflation has caused prices on average to increase 7.4% since the last fee adjustment in 2016. The average fee increase in this proposal is 20%. 3
@USCIS But there are some fees that go up WAY more than 20% and it tells you about what this Administration's priorities are. 4
@USCIS I-129 fees for H-1Bs visas, a category Trump hates, increase 70% and the cumulative cost of filing an H-1B in terms of govt fees is often now well over $3000. 5

The motion outlines a number of harms to specific plaintiffs. Microsoft uses the L-1 to move key managers & executives from its global operations to the US but has had their plans upended. Amazon has employees critical to their business operations stuck overseas. 8
A landscape company faces a $400K revenue loss if they cannot get 25 H-2B workers to the US. A moving company faces an $8-$10M loss if it can’t get 83 H-2B workers to the US. 9
Intrax, a J-1 program that sponsors workers, au pairs, interns, trainees and camp counselors has been precluded from bringing to the US more than 8200 exchange visitors. They have lost nearly all revenue. 10

And the level of service is also going down. Applicants pay an extra $1440 for "premium processing) to get a 15 day decision (it's many months if you don't so it's basically a bribe to get decent service). Now it's going to be 15 BUSINESS days. So about a week or 50% longer. 7
And the most appalling personally to me is the introduction of filing fees for asylum applications for the first time since WWII. The fee is $50 and it's coming from people fleeing persecution to our shores. The mere symbolism of this is terrible. 8
Some of the costs for fees associated with defending against deportation are also going up way faster than inflation. The I-601A fee for provisional unlawful presence waivers is nearly doubling to $960. 9

Without getting into commentary on whether this is fair or not, here’s how it will work for a green card rollover. 1
At the end of a fiscal year (FY), leftover family-based green card numbers roll over to the employment-based quotas for the next FY (FYs are October 1 - September 30). Unused employment numbers roll over to family categories for the next year. DV numbers do NOT roll over. 2
The EB categories get a total of 140K per year. 28.6% each go to EB-1, EB-2 and EB-3. 7.1% each go to EB-4 and EB-5. Normally that works out to 40K each for EB-1, EB-2 and EB-3 and 10K each for EB-4 and EB-5. 3
